METHODOLOGICAL PІDHІD UP TO VІZNACHENNYA ANCHORІ FUNCTIONING OF TRANSPORT SYSTEMS

Abstract

The essence of the quality of functioning of transport systems is determined and substantiated. It is noted that in spite of the wide variety of indicators of the quality of processes of transportation of goods and passengers by road, they have the same or similar parameters as are regulated by the relevant standards. It was found out that in terms of cargo and passenger transportation chains, the quality of transport systems should be evaluated by its accessibility, functionality and reliability.
The production and functional components of the full quality of functioning of transport systems from the indicators of the basic properties of the corresponding group are substantiated. It is shown that the most important part of the process of studying transport systems is to provide the appropriate level of quality of their functioning. It is assumed that the level indicators of the quality of functioning of transport systems, as well as the level indicators of their properties, are divided into demanding, desirable and those associated with the possibility of achieving goals. All listed levels of quality metrics change over time, which makes it possible to make predictions. Differences between desired and predicted levels become the driving force of cyclic evolution, and between desirable and actual - phase and species evolution. In the latter case, the differences are eliminated by improving the existing and emerging new transport systems.
The concept of step-by-step functionalities of system adaptability on the basis of corresponding groups of generalized basic and partial qualimetric parameters is revealed. It is revealed that among these quality indicators, reliability is one of the most important components of the operation of transport systems. Moreover, their reliability is the main property, since during the conclusion of a contract for the carriage of goods and passengers, the customer needs guarantees of high-quality performance of transport services.
